HAPPY RETIREMENT, MANNY!
Beginning his career as a Firefighter in January of 1991, Manuel “Manny” Rose joined the Oak Bluffs Fire Department because he wanted to make a difference. Following in his family’s footsteps he joined Engine 524. In 2005 he became an EMT-B. His hard work and dedication were noticed by the then Fire Chief and Manny was appointed Assistant Fire Chief on Wednesday, January 1, 2014. Six years later during the COVID-19 pandemic he was appointed Deputy Fire Chief of the Oak Bluffs Fire-EMS Department on Friday, May 15, 2020, by Interim Fire-EMS Chief Marty Greene. For fifteen months he served in this new role. For over thirty years Manny has served the community of Oak Bluffs and the Island of Martha’s Vineyard with pride. We wish him the best as he enjoys his newfound retirement as of Thursday, March 31, 2022.

FIRE DESTROYS THE
OCEAN VIEW RESTAURANT

OAK BLUFFS — The Oak Bluffs Fire-EMS Department responded Thursday morning prior to 10:00 AM to a three alarm structure fire at 16 Chapman Avenue (the Ocean View Restaurant). Upon arrival fire and EMS personnel observed heavy smoke emanating from multiple points in the building. Upon a 360 scene size up, it was determined that there was heavy fire inside the building that was rapidly spreading across the length of the roof, in between the ceiling and the roof. The fire quickly spread to other parts of the building.
Firefighters, EMS, Police, and Volunteers from Aquinnah, Chilmark, Edgartown, Tisbury, West Tisbury, and Salvation Army of Martha’s Vineyard responded to the scene to aid. The following Oak Bluffs apparatuses were utilized on location: Engine 521, Engine 523, Engine 524, Ladder 551, Rescue 561, Osar 90 (Ambulance), and Oscar 95 (Rehab Bus). Oak Bluffs Fire Captain John O’Donnell was the Incident Commander and Oak Bluffs Deputy Fire Chief Stephen Foster was the Operations Commander on scene around Noon. Our empowered and trained Officers made informed tactical and operational decisions, such as cutting inspection holes to assess how far the fire had progressed. Eversource and propane companies were called to the scene to shut down power to the building and the propane tanks.
The restaurant was not believed to be occupied at the time of the fire as the building was under renovation. The property had working smoke alarms which sounded and notified the Central Station Alarm Company, who then notified the Dukes County Communication Center, which thus dispatched emergency personnel.
The fire was extinguished as of 4:00 PM Thursday evening. Damage is estimated at over $1 million. The Massachusetts State Fire Marshall’s Office and Massachusetts State Police are investigating cause and origin of the fire.

MAJOR MOTOR VEHICLE ACCIDENT
AT 62 CHURCH AVENUE
TUESDAY, FEBRUARY 22, 2022
The Oak Bluffs Fire-EMS Department responded Tuesday afternoon at approximately 1:30 PM with Engine 523, Rescue 561, and Oscar 90 to a major motor vehicle accident at 62 Church Avenue where an occupied single-family house was found to have extensive damage.
A Ford F-150 pickup truck drove off the road, through the front yard, over the front porch, and partially into the living room causing significant structural damage. Members of the Department deployed bracing, jacked the porch roof off the vehicle and assisted with winching the vehicle off of the porch to prevent the house and porch roof from collapsing. The several residents in the building were evacuated without incident or injury prior to the Fire-EMS Department's arrival. The driver of the vehicle had sustained injuries and was transported to Martha's Vineyard Hospital.
The Oak Bluffs Police Department is investigating cause and origin of the motor vehicle accident. We would like to thank both the Police and Building Department for their assistance on scene.

Today we said farewell to Paramedic Richard “Dick” Velez, Jr. He has been a member of the Oak Bluffs Fire-EMS Department since January 2016.
For years he has provided exceptional medical care, community outreach with our residents, and even helped train new EMS personnel while on the job. Every week he routinely treats our on-duty day crew to a delicious brunch that he cooks himself.
Prior to joining our Department, he worked for various private care ambulance services and was named Field Training Officer while with EasCare Ambulance. He has held the position of Union President of the Oak Bluffs Firefighter Paramedics IAFF Local 5137 since 2019. Dick will soon be attending the Massachusetts Firefighting Academy’s firefighter training program at the Bridgewater Fire Department campus. Upon graduation he will become a full time Firefighter for the Lakeville Fire Department. We wish him well on his journey as he furthers his career.
Dick and his phenomenal cooking skills will surely be missed.

As we all recover from this blizzard, we would like to remind everyone of a few things:
- Take these steps to avoid hypothermia and frostbite when out in the cold:
- Dress appropriately - hat, gloves, and multiple layers of clothing, etc.
- Be aware of the wind chill
- Drink plenty of warm fluids
- Take frequent breaks from the cold
- Get out of the cold immediately if signs of hypothermia or frost bite appear
- Please stay off the roads to allow for necessary plowing and sanding to continue, especially as some roads are still unsafe
- If you must drive clear off all snow from your vehicle, drive slowly, and do not crow the plows
- Avoid parking close to corners so public safety vehicles can move safely
- Stay away from downed power lines
- Clear home and vehicle exhaust vents
- If possible, please dig out any fire hydrants and storm drains near your house
- If you are using a portable generator, take precautions against carbon monoxide poisoning, electrocution and fire
- Take time to ensure your family's well-being
- Be sure to check in on your neighbors, especially those who require additional assistance

According to the U.S. National Weather Service (NWS), this weekend's historic major Winter Storm will unfold overnight tonight into tomorrow. A Blizzard Warning will be in effect 12:00 AM Saturday to early Sunday morning. Heavy snowfall will develop between 6-10 AM and continuing into the afternoon. Peak snowfall rates could be 2-4"/hour at times with whiteout conditions and considerable snow drifts. Hurricane force gusts of 65-75 MPH winds are possible. Road conditions will be extremely hazardous with very low visibility, so travel will be near impossible. For mariners, storm force conditions are expected. Expect widespread moderate coastal flooding during Saturday high tides.
Therefore, in an effort to ensure the safety of the entire Dukes County community, We are strongly urging all residents to stay home at least for the remainder of Friday night and all day Saturday. BRUSH FIRE AT ALWARDT WAY
Late evening on Wednesday, Januaury 19, 2022, Deputy Fire Chief Stephen Foster, Engine 522 and Engine 523 responded to a small Brush Fire at Alwardt Way in Oak Bluffs. The fire was extinguished with help from the Oak Bluffs Water Department and Firefighter Brian Hall operating a small excavator to pull the pile apart.
2022 OPEN BURNING SEASON
January 15, 2022, marks the first day of open burning season for Massachusetts. If you are an Oak Bluffs resident that plans on burning materials, you must obtain an Open Burning Permit from the Oak Bluffs Fire-EMS Department. Permits can be found on our website or at the Station. Please note that only certain materials can be burned.
Massachusetts allows residents to burn during Open Burning Season (January 15 and May 1 between 10:00 AM - 4:00 PM), depending on weather conditions and only with a permit from the Fire Department. Permits are only issued between 8:30 AM - 1:00 PM ON THE DAY that you wish to burn. No permits are issued in advance due to potential for changing weather conditions. A permit may be denied in the interest of public safety. Reasons for denial may include but not be limited to wind, dryness, location, water source, material being burned, and amount being burned. Opening Burning Permit fee is $50 per day cash or check made payable to the Town of Oak Bluffs.
In accordance with Massachusetts Department of Environmental Protection regulation (310 CMR DEP 7.07), open burning must: be a minimum of 75 feet from all buildings; be conducted between 10:00 AM and 4:00 PM from January 15 to May 1; and take place on the land closest to the source of material to be burned. All persons must always have shovel and hose with running water near the burn site. You must also make sure air quality conditions are acceptable for burning by calling the Massachusetts DEP Air Quality Hotline at 617-556-1021 or by visiting the MassAir Online website at http://eeaonline.eea.state.ma.us/dep/massair/web.

EMS SKILLS TRAINING
Everyday is a great day to learn new and/or brush up on EMS skills. EMS training props are available for all of our Department members to practice their skills both on and off duty.
Here, Paramedic Benjamin Stevens is teaching EMT Belle Dinning needle decompression on one of our training mannequins. This procedure is used for a tension pneumothorax (collapsed lung) caused by traumatic injuries such as a motor vehicle accident or major fall. |
FIRE TRAINING
Last week all of our apparatuses were busy with training drills at the Oak Bluffs School and the Martha's Vineyard Regional High School. Engine 521, Engine 522, Engine 523, and Rescue 561 performed annual pressure testing of their fire hoses to ensure operational readiness. Engine 524 and Ladder 551 performed aerial operations training.

STUFF AN AMBULANCE

Thanks to the generosity of the community, more than 250 unwrapped presents were collected during this year’s Stuff an Ambulance, an annual collaborative event with the Oak Bluffs Firemen’s Civic Association, on Saturday, December 11, 2021. All of these donations benefit the Martha’s Vineyard Red Stocking Fund and will make many Island children happy this holiday season!

STUFF AN AMBULANCE

We hope you will join us for our annual holiday event – Stuff an Ambulance. This year it will be held on Saturday, December 11, 2021 from 9:00 AM - 4:00 PM at the Oak Bluffs Fire-EMS Station. Everyone is invited to drop off unwrapped toys for Island children in need. All donations get delivered to the Red Stocking Fund of Martha’s Vineyard to distribute. If you are unable to attend, gifts can be brought to the Station in advance. Help us make this holiday special for the children in our community.

ANNUAL OAK BLUFFS TREE LIGHTING
December 1, 2021
Last night Engine 521 delivered Santa to Oak Bluffs Post Office Square for the Annual Tree Lighting Ceremony. He was welcomed by hundreds of people singing “Here Comes Santa Claus”. Department members also provided fire coverage for the area. Thank you to Oak Bluffs Police Department for their help with traffic and crowd control. It was a great way to bring in the holiday season.

Join us on Saturday, November 27, 2021 from 9:00 AM – 11:00 AM to help clean and beautify the Town of Oak Bluffs. Those interested in joining Clean Up Day should meet at the Steamship Authority Oak Bluffs Terminal at 1 Seaview Avenue to receive orange bags for collection. Then together as a community we will go around downtown Oak Bluffs, beaches, parks, and streets gathering up things to recycle or throw away. Full trash bags can be left on Sea View Avenue at Town Beach/Inkwell Beach, SSA and at the North Bluffs Beach entrance closest to the Harbor. The month of October has brought about many changes for the Oak Bluffs Fire-EMS Department. We are happy to announce the following promotions:
•Matthew “Matt” Gongola has been promoted from 2nd Lieutenant of Engine 521 to First Lieutenant of Engine 524.
•Nelson Dickson has been promoted from First Lieutenant to Captain of Engine 524.
•John O’Donnell has assumed Captain responsibilities of both Rescue 561 and Engine 522.
•Longtime Engine 522 Captain, James “Jimmy” Maseda, has been formally recognized as Senior Captain in honor of his many years of service. He holds a multitude of responsibilities including staffing, administering training, and providing a command presence on scene.

2021 ISLAND-WIDE FLU CLINIC
Another successful Flu Clinic on Martha’s Vineyard!
The Oak Bluffs Fire-EMS Department was happy to help get our community immunized at this year's Island-wide Flu Clinic on Saturday, October 23, 2021. In total approximately 400 community members were able to receive their flu shots at the Oak Bluffs School, including a few members of our Department. Thank you to all of the volunteers who made the flu clinic possible.

ALL DEPARTMENT DRILL
On Wednesday, October 20, 2021, the Oak Bluffs Fire-EMS Department participated in a timely seasonal All Department Drill. The training began with chimney fire recognition and operations drills at the Station. Companies then went to the Oak Bluffs School where they paired up to cross train, focusing on familiarization and operational readiness of apparatuses other than the ones they are assigned to. This All Department Drill was part of an annual training plan to focus Firefighters on seasonal life safety issues.
REST IN PEACE ANTONE MASEDA, JR.
We extend our deepest condolences for the loss of Antone Maseda, Jr. From 1951 until 1974, he served as a Firefighter on the Oak Bluffs Fire Department’s Ladder Truck. He also served our country as a member of the United States Army’s 82nd Airborne Division. Our thoughts are with the Maseda family. His spirit lives on in his son, Senior Captain James Maseda, a longtime member of our Department. A graveside service will be held on Saturday, November 6, 2021 11:00 AM at the Oak Grove Cemetery in Oak Bluffs.

ANNUAL ISLAND-WIDE FLU CLINIC
The Annual Island-wide Flu Clinic will be on Saturday, October 23, 2021 from 9:00 AM - 12:00 PM at the Oak Bluffs School. There will be no staging areas, so vehicles should drive directly to the school. Children over 6 months old are welcome. Please complete the necessary registration forms in order to get your shot. English and Portuguese forms can be found at all Town Halls, Town Libraries, and Town/Dukes County Government websites. TEEN HEALTH FAIR
Stop by Alex’s Place at the YMCA of Martha's Vineyard on Friday, October 22, 2021 from 2:30 - 4:30 PM for the Teen Health Fair! There will be free food, free giveaways, raffles, education tables, and much more! Community partners include Martha's Vineyard Community Services, Martha's Vineyard Youth Task Force, Island Health Care, Health Imperatives of Martha's Vineyard, Island Grown Initiative, MV Mediation Program and NAMI Cape Cod & the Islands on Martha's Vineyard.
2021 FIRE PREVENTION WEEK
During this year's Fire Prevention Week, our Department was visited by the Oak Bluffs School’s Kindergarten classes who were eager to explore the Station and learn about public safety. Paramedic Luke Cote showed them our ambulances and explained the importance of dialing 911 only in emergency situations. Deputy Fire Chief Stephen Foster educated the students on fire safety, fire prevention, and how our apparatuses operate. A live demonstration of how firefighters don and doff their turnout gear was provided by Firefighter and EMT Shawn Trepanier. Each child also took turns using Engine 522’s hose to put out a mock fire with the help of Captain Kyle Gatchell.

JOINT FIRE TRAINING WITH
EDGARTOWN FIRE DEPARTMENT
On Wednesday, September 15, 2021, the Oak Bluffs Fire-EMS Department and the Edgartown Fire Department conducted a joint fire training at 50 Curtis Lane Edgartown, MA 02539.
Utilizing an acquired home that was scheduled for demolition, the Firefighters from Oak Bluffs and Edgartown were able to do extensive training. Some topics that were covered were forcible entry through a garage roll down; vertical ventilation (roof operations); hose line advancement (1 3/4 & 2 1/2); transitional fire attack; and rapid intervention (initial survey and tool choices). We would like to thank all members who were involved. |

JOINT FIRE TRAINING ANNOUNCEMENT

Dear Martha’s Vineyard Community Members, I am writing today to notify you of an upcoming training exercise that will be taking place on Wednesday, September 15, 2021. The Oak Bluffs Fire-EMS Department, along with the Edgartown Fire Department, will be participating in a joint fire training exercise. This training exercise will start at 5:30 PM and last until approximately 9:00 PM. The location of this exercise will be at 50 Curtis Lane Edgartown, MA 02539. During the time of our operation, you will see multiple pieces of fire apparatus, firefighters, and other support vehicles. All of these items are vital to our operation and may impede your daily activities or plans. Curtis Lane will be temporarily closed between Fisher Road and Cyprien Way during the training. As a precaution, our team has worked with local services to ensure that the training exercise has minimal impact on our environment and the air quality surrounding our area. PROPANE RECYCLYING EVENT
MANDATORY INDOOR MASK MANDATE
Despite vaccination rates, the threat of COVID-19 poses a significant threat to the health and safety of the residents, workers and visitors to the Island of Martha’s Vineyard. Therefore, effective Thursday, August 19, 2021, the Oak Bluffs Board of Health has implemented a mandatory mask mandate for everyone 2 years old and above in all indoor public places or private spaces open to the public. This mandate is in effect until rescinded by the Board of Health.
The following are examples of the mandatory mask requirement:
•Indoor food service establishment customers may only remove face coverings when seated.
• Indoor performance venue customers may only remove face coverings in the actual act of eating and drinking.
• Indoor bar and dance venue customers may only remove face coverings when seated at tables or seated at a bar. Guests must be masked on indoor dance floors.
• Lodging guests and workers are required to wear face coverings when inside hallways and common areas.
• Houses of worship are covered by this indoor order.
• Fitness Centers/Health Clubs workers, customers, and visitors are required to wear face coverings during fitness activity, including strenuous activity.
• At Personal Service establishments, including but not limited to barber shops, hair and nail salons, all customers and workers are required to wear face coverings, except for skin or beard care that occurs on the face, the customer may temporarily remove the face covering but must immediately put the face covering back on for the remainder of the visit.
• Persons working in shared office spaces will not be required to mask while at their workstations so long as a minimum of six feet of distance between office occupants or a physical partition, at least six feet in height, is installed separating workstations. Persons working in private office spaces will not be required to mask. Masks must be worn while serving the public or traversing the building.
• Masks remain mandatory for all individuals on public and private transportation systems (including rideshares, livery, taxi, ferries, MBTA, Commuter Rail and transportation stations), in healthcare facilities and in other settings hosting vulnerable populations, such as congregate care settings.
• All entry doors of businesses open to the public must be posted - advising customers that facemasks must be maintained inside the establishment.
Thank you for your compliance with this mandate as we work to keep our community safe and healthy!

WELCOME DEPUTY FIRE CHIEF
STEPHEN FOSTER
We are pleased to announce that Captain Stephen Foster of the Edgartown Fire Department has accepted the Deputy Fire Chief’s position in Oak Bluffs. He brings with him a wealth of knowledge of the local public safety services and a background in fire training. As a call Firefighter and EMT at Fairhaven Fire Department he preserved and protected the welfare of community members and structures. At Barnstable County Fire and Rescue Training Academy he provided support to training operations on the fire ground for several programs including Firefighter 1 & 2 and Mass Maritime Academy. Certified in FEMA ICS and NIMS, Hazardous Materials Operations, Fire Instructor, and many others, his expertise and commitment to his community will make him a great asset to our Department.
We look forward to him joining the Oak Bluffs Fire-EMS Department in September!

FAREWELL CAPTAIN JOHN GONSALVES
Captain John Gonsalves has served the community of Martha’s Vineyard for over thirty years. He began his firefighting career in 1991 for the Tisbury Fire Department while still in high school. In 1997 he joined the Oak Bluffs Fire Department and in 2001, Former Oak Bluffs Fire Chief Dennis Alley awarded John Gonsalves the Certificate of Merit for dedicated service to the citizens of Oak Bluffs. He earned his EMT certification in 2002 and has been Captain of Engine 524 since 2009. Recently in May of 2019 he became a full time Paramedic for the Oak Bluffs EMS Department. We appreciate his dedication and the sacrifices he and his family have made during his time on the Department. We wish him all the best in his future endeavors!

We are excited to announce and welcome the new Fire-EMS Chief of the Oak Bluffs Fire-EMS Department – Chief Nelson Wirtz. He is a Fire Officer with over 27 years of dedication to public service, safety, professional education, and training.
Chief Wirtz began his career at Brewster Fire Department as a Paramedic and Call Firefighter. For the past 11 years he has held the position of Captain at Chatham Fire and Rescue Department. While in this role he became a Technical Rescue Specialist for Federal Emergency Management Agency’s (FEMA) Massachusetts Task Force 1. This is a highly selective federal emergency response team that trains in extensive readiness for nationwide disaster response. He has also served as an Emergency Medical Services Instructor, Fire Instructor, Training Coordinator, and Dive Team Coordinator. He has demonstrated a career long commitment to those under his command and has spent years doing volunteer and community service work.
With his strong commitment, considerable knowledge in Fire Science, and a long record of progressive and responsible leadership, we know that Chief Wirtz will make a great addition to our Department and lead us with pride. We look forward to him and his family joining us on Martha’s Vineyard and all that is to come with this new change.

With an unprecedented amount of propane account changes with tank removals being seen throughout Dukes County, we are looking for some assistance to gather information on tanks that may be left on your property after the change over. While it is your responsibility to notify the outgoing provider, we recognize that people have had some issues making contact. Please use the link to fill out an Unpermitted Propane Tank Reporting Form provided by your local Fire Departments (Dukes County Fire Chiefs Association) in an effort to rectify the unpermitted tanks within our communities. The information will be provided to each Fire Department in order to enforce proper code compliance regarding propane tanks that have been taken out of service on your property.

With an unprecedented amount of propane account changes with tank removals being seen throughout Dukes County, we are looking for some assistance to gather information on tanks that may be left on your property after the change over. While it is your responsibility to notify the outgoing provider, we recognize that people have had some issues making contact. Please use the link to fill out an Unpermitted Propane Tank Reporting Form provided by your local Fire Departments (Dukes County Fire Chiefs Association) in an effort to rectify the unpermitted tanks within our communities. The information will be provided to each Fire Department in order to enforce proper code compliance regarding propane tanks that have been taken out of service on your property.
